GSA Announces Preliminary Timeline for $12B OASIS Contract Vehicle

Contractors closely following GSA’s new $12B OASIS (formerly Integrations) contract vehicle won’t have to wait as long as they might have feared before this hotly anticipated RFP hits the street. At the recent Coalition for Government Procurement Spring Conference, Jim Ghiloni, the OASIS Program Manager, announced that he expected the draft RFP to be out this summer with the final RFP coming out as soon as this winter.  Even with time built into the schedule for bid protests, GSA is currently projecting that the first notices to proceed on OASIS will be issued in the fall of next year.

The treatment of small businesses under OASIS is still under discussion, so small businesses are encouraged to provide their input while GSA continues to gather market research. As part of its commitment to new media, GSA is planning on using social media and webinars to gather industry data and concerns rather than issue a formal Request for Information (RFI). Companies that are interested in OASIS should register for GSA Interact and join the OASIS Industry Community group in order to have access to the most up-to-the minute information on the procurement. GSA will also be hosting two OASIS information sessions at the upcoming GSA Expo in San Antonio, TX.

OASIS Overview: OASIS (One Acquisition Solution for Integrated Services) will function as a new type of acquisition vehicle for purchasing complex professional services, such as management services, logistics, professional engineering services, financial advice and others, with an equal or ancillary IT component. OASIS will be a hybrid contract that covers commercial and non-commercial item acquisition and will allow for all contract types at the task order level, including cost-reimbursement.
